The Water Services Association of Australia welcomes the opportunity to comment on the Queensland Department of State Development and Infrastructure Planning’s discussion paper 'Infrastructure planning and charging framework review: options for the reform of Queensland’s local infrastructure planning and charges framework.' Based on our members’ national experience, this submission provides high level comments on the implication of the paper's outcomes, development feasibility, financial sustainability, certainty and equity, for the form of charging regime.
