This document has been developed for use primarily by water service providers to provide a consistent practice for the physical exchange/replacement of urban cold water meters used for both residential and non-residential applications within their jurisdiction. Its contents may be applied by third parties such as facility management, owners’ corporations or building management companies for the purpose of exchange of private meters, which are outside the jurisdiction of water service providers
